Webmaster's note: The language of this Executive Order can be thought to concern itself solely with performance at a single specific competition: the IPSC World Shoot held at Cebu in 1999. Note the phrase "at said international competition", and the more specific "at said world event". The later references to "Camp Perry" style rifle matches do seem to broaden the scope of competitions in consideration. In any case, this Executive Order seems to be the basis document for PNP-CSG FED permitting civilian ownership of firearms beyond the power and quantity limits set forth in General Order 7-B of 1973 (which has been repealed by Executive Order No. 194 of 2000); likewise PNP-CSG FED's licensing requirement of gun club membership certification for high-powered and additional firearms.
A recent (2004) development is the banning of high-powered rifle competitions in the country, spelling an end to licensing of new high-powered rifles, and to the issuance of transport permits for licensed high-powered rifles already in civilian possession.
The apparent basis for this is Executive Order No. 171 of 2003, ostensibly issued to prescribe a Loose-Firearms Amnesty., but containing the unfortunate statement (Section 2) that "As a general rule high-powered rifles and paltik firearms may not be allowed for licensing". This line has been interpreted (against all intentions of Executive Order No.164 of 1999 and Executive Order 194 of 2000) to apply not just to Loose-Firearms Amnesty licensing, but to ALL licensing of firearms, and thus amending this, Executive Order No. 164: | |
